Question - which vent was the cold air blowing out of? If it was the center vent - this *always* blows cold air - no matter what. It's a Saab thing. While you were driving around looking for parking you may have been paying more attention to this (you need something to do waiting at the lights right?). Also - did your mechanic do any of the 'major service' maintenance as outlined in the owners manual? I usually think it's a good idea if the car is new to you to change -all- the fluids including transmission, coolant, thermostat, plugs, rotor, wires, etc. so you know the baseline and don't have to worry. Basic simple maintenance is key.
Like others have mentioned - the fan runs for a bit after shutting off the car. Mine typically shuts off in the winter here in new york city after a minute. Sometimes in the summer it will run a bit longer. Completely normal.
I doubt your temp gauge issue has anything to do with anything except that when you got off the highway you lost the 65mph+ engine cooling breeze and went down to more or less stop and go traffic looking for a parking space. I really would not worry about the temp gauge yet unless it's getting close to 3/4's and moving north fast. You did say it did not go above 1/2 way right? Mine typically is just a bit above 1/2 driving around the city. Always watch the temp gauge when you are stuck in traffic, especially in the summer (and even more so when you are running your a/c).
For now, the best thing to do is to acclimate yourself to the car, ask questions and figure out what's normal, so you know when things are wrong. Also, the absolute best insurance is to figure out a way to get AAA plus using an address outside of NYC (you have to be a member a few years and not use any towing to get AAA Plus in the city). They will tow you up to 100 miles to your Saab Indy Mechanic of choice. Have used them several times now (fuel pump & transmission) and there is simply no better peace of mind living in this city. Always flatbed your Saab - or you will most likely be buying another new muffler after they break it where the tailpipe meets the rear muffler. Also good insurance - buy a thing of Saab touch up paint (paint code is on the end of the driver's door I think) and a Bentley Saab Manual - most of the site sponsor's (link at bottom of page) carry them for something like $35 I think. I usually order from Jim at Sobstory in NJ (800) 583-0370 or eeuroparts.com in Ct. Just get it (you have been warned!). There are lots of things you can do yourself to keep the car in good shape without having to pay someone else.
