Not sure if that is the completely correct name for it but.....on the "newer" classic 900's there is a valve in line with the coolant hoses that run to the heater core and valve. When the coolant temp reaches a high level it is supposed to close and divert coolant to the engine circulation only until it cools down to normal temp.
This valve is probably your problem....however, not directly in the above manner. It sounds like your car is just fine as far as temperature regulation goes...all the way up to 3/4 on the temp gauge is OK, especially when sitting in traffic or looking for parking.
These valves just go bad. Good news is you don't need it. It can just be taken out of the system and this should fix your problem. Ask your mechanic about it, he should know what to do with it.
