It could be one of several things or a combination of any/all of them.
The pedal going to the floor is probably because the seals in the master cylinder are pretty well worn. The best fix of all would be replacing the master with a new one - but be aware that replacing the slave cylinder isn't all that far down the road.
You can bleed it and it should hold for a while. I've had the best results using a pressure bleeder on my failing master cylinder every month or so. Below is a link to my post on the a cheapie DIY pressure bleeder. Ntmoore has some good posts with instructions on making a much more sophisticated bleeder.
If it's perfectly bled and it goes down that far, it probably means that the clevis pin hole in the clutch pedal is worn oval. That's pretty common, especially if it's a city car (*lots* of clutch use).
