Actually, I'm talking about pulling the electrical connector off of the APC solenoid, not the hoses.
If there's no change in the boost with the electrical connector off the APC solenoid then, like I said above, the previous owner had a boost problem that he didn't diagnose correctly, and he just screwed with the wastegate rod to give more boost (raising base boost to 7 or 8 psig) instead of properly fixing what was making the APC to knock the boost down.
If taking the electrical connector knocks you down to 1/3 or less of yellow, then the APC is probably doing its job with the pot settings it has.
