AC stopped working - fan and compressor don't start

Hi folks,
Looking for some quick tips - haven't used the AC since last Fall here in New England. Was on a road trip couple of weeks ago when it was very sunny out and needed some AC, but noticed that the air coming in wasn't that cold. It had never given a problem before, and went through 2 summers just fine. Noticed once I got off the highway that when I pressed the AC switch, even though it would light, I got no start of the AC fan, and no start of the compressor. Checked the fuse - it was fine, but can't be sure of the relays. After a cursory inspection, one mech said that there was no freon in the system...said that the fan and compressor wouldn't engage when the freon was out. This sounds different than my intuition tells me, but perhaps someone out here knows better? My system may or may not have a leak, but I presumed that there may be something electrical involved since the fan and compressor just don't spin up!! Mech. suggested doing the conversion from R12 to R134 or whichever.
Thoughts?
