For the couple years I'm familiar with at least ('87-'89)...
The low-pressure switch is located in the right-front fender, kinda buried in front of the windshield washer fluid. If that's open, the condensor fans & the compressor all won't work. It's really just like you didn't switch the system on in the first place, except that the dashboard switch is illuminated.
Take off the wires to this switch, jumper them together, see if the compressor starts up. If so, don't leave it run more than a second or 2. Without any refrigerant, you don't want to destroy your compressor...
If the high-temperature switch (upper radiator hose) is open, the fans would still run, only the compressor shuts down.
If you jumper the relay, you lose the protection of the low-pressure switch. If you're actually low on refrigerant you migh burn up your compressor.
