I think you would have more success fighting it from the standpoint of how he was able to obtain your speed, rather than the max speed you could possibly have been going. You will have to do some research, but there are rules they have to adhere to. For example, I believe they have to estimate your speed visually first, and then confirm it with radar; they can't just clock every car that goes by, willy-nilly. (I'm sure that's what they actually do, but technically they're not supposed to.) It takes about 2 seconds for a human to estimate the speed of a vehicle, so using the speed he supposedly clocked you at, you can calculate how far you would have travelled, how far away he could have first seen you, etc.
