So you are saying that even if you drastically turn the CO screw in one direction, the Freq valve doesn't change its buzz (or stop buzzing)?
A long shot on the 84 and older models could be the main wire harness going from the Lambda computer under back seat to engine compartment.
Those models had no heat insulation over catalytic converter (inside car) and the main harness melted down right around the gear shifter.
Remove the center console and inspect the wire harness as it is routed around the shifter box and over catalytic converter hump on body.
