the EZK timing is only on non-turbos. You can set your timing with an inductive timing light to 16 btdc at idle with dist hose plugged. Timing mark is on clutch cover(not round hole). Use white-out to highlight flywheel 16 degree mark and clutch cover line.
But flat spots and surging are often signs of a bad AMM. Try to a loaner AMM from a turbo car with the same AMM part code, 89-93 will work.
Other flat spot problems can be caused by a bad dist rotor(should have 1k ohm resistance between tip and center contact), plugs with too wide a gap(set at 0.024"), or non-bougicord spark wires. A sticky APC solenoid(up near coil) can also be a problem-clean with carb spray.
Finally reset your base boost to 5-6psi. Get a basic boost gauge and hook it into a tee in any vacuum line downstream from throttle plate. Use a hose long enough to reach into the cabin so you can read the meter during a test drive. Unplug the APC solenoid and go for a ride. Chances are, your base boost will only be 3-3.5 lbs. You can reset by shortening the wastegate control rod down at the turbo. Loosen lock nut on threaded rod and unhook rod from wastegate lever. While holing threaded rod, turn collar to shorten overall length. Best to unhook the control rod and free lock nut while engine is cool, since this is hot.
