just broke mine the other day on both my 900 and my 9000!
eEuroparts carries the oem one for $13. Dealer carries the upgraded version for $25. The difference is that the upgraded one is larger, withstands higher pressure, doesn't gum-up as much, and will not become brittle over time.
This valve is here to keep turbo pressure from entering the crankcase, which will happen if the valve is removed or broken. This causes premature gaskets and seals blow-out, as well as internal crankcase pressure to build. Also causes a vacuum leak which leads to poor boost issues (ask me how I know...).
Since your turbo is not working (I assume it's not pumping any boost at all), you would be fine to remove the valve and connect the hosing directly to the port(s). If you leave it unplugged, it will cause rough idle, poor fuel economy and driveability.
Best to remove the piece that broke off out of the tubing so that it does not lodge somewhere else.
