PASSED; California Smog Test

After having FAILED a smog test and doing the necessary repairs to pass emissions, I FAILED again because the tech told me he could not check the timing without the plastic cover installed; he went on to tell me that I had passed the emissions part. After showing him that there was a mark on the engine for timing he checked it, agreed that timing was within specs and offered a "re-test" for free only AFTER I replace the black plastic cover; I accepted his offer and have now PASSED! I understand the tech was following the law...
Take note of this fellow Californians! I took every bit of advice available online to help pass and never came across anything about the black plastic cover!
Now here is a list of the things I did to help pass the CA Smog test: replaced the air mass meter, re-gapped spark plugs, replaced the crankcase gaskets, inspected all vacuum lines, replaced rotor, checked resistance of spark plug wires, flushed the entire cooling system & replaced coolant (Prestone flush; SuperTech coolant 50/50), replaced the thermostat, replaced the cooling fan themo-sensor, replaced the air filter, changed the oil & filter (Mobile-1 10W-30; Purolator PureOne Gold), changed the oil filter housing gasket (was leaking), checked tire pressures, filled the tank with 87 octane from '76', drove for 20 minutes prior to testing
