inspected a car i was buying which had a leaking PS rack. I watched and learned as he inspected the car up on his hoist.

Try this easy test in your driveway... With the car suspended (and front suspension unloaded) grab either of the front tires and attempt to turn the tire left and right, all the way each way.

If you can turn both wheels without a hitch (ie smooth action either way) then your steering column u-joint is ok.

However, if the steering mechanism seems to get stuck, or move in a jerky fashion, the steering column u-joint is worn. It makes sense because if there is any play in the u-joint the rotational torque will cause it to lock up.

The car i bought also wanders at speed, especially if there are channels in the road from old age or heavy trucks beating the pavement down into a rut.
i have gathered the parts to replace the rack and u-joint. i tried pulling the u-joint with the rack in place but you have to loosen the rack to get the u-joint off of it.
The way i plan to effect the repair is to take the knee bolster and associated stuff out (groan, i know) until you can get at the top of the column u-joint.
Then pull out the round black rubber boot in the firewall, get it up and out of the way (or cut it and take it off), then turn the steering mechanism such that you can get at the locknut on the pinch-bolt. Pull the bolt.
Then loosen the PS rack and separate from u-joint.
when reinstalling new u-joint its very difficult to see the hole the pinch-bolt goes in, so put a light inside the engine compartment on the opposite side of the hole so you can see thru it and move the u-joint up or down until the bolt will go in.
Of course if someone has a better way of doing it, i'm all ears!!!
