Honestly there isn't too much you can do. Some people find the old 8v turbo kits, put in different camshafts, or add tuned headers.
If you just want a throatier sound from the car I'd say add a cone air filter and get a different exhaust kit.
I assume you've replaced spark plugs, ignition wires distributor cap and rotor, changed oil, checked timing etc? Does the car have AC? That sucks power off.
Most people on the board though are going to suggest that you pull the engine and drop in a 16v turbo engine. This sort of job isn't as difficult as it initially sounds.
As far as handling goes, you should replace as much of the rubber in the car as you can get to. This includes but is not limited to shock bushings, ball joints, a-arm bushings, sway bar bushings, alternator/ps pump bushings etc. The consesus on the boar is that Boge/Sachs shocks are preferable to KYB, but the price difference is less than $10 per shock, so you can't imagine missing that much.
If you think about your natiral right hand motion you'll soon understand that the key belongs below the e-brake (get in car, hasten seat belt, turn on car, shift into 1st, release brake, go - its a natural progression)
