If you have an 86 thru 94 convertible, parking brake must be engaged, fuses must be good, switch and wiring need to be in good condition, pump needs to have fluid, no leaks at cylinders (fluid on backseat floor in leaking).
To raise the top manually, open the trunk and lift the small carpet flap on the right side / back and turn the valve 90 degrees to the bypass position. It is now safe to manually lift the top and secure as normal. You can continue to open and close the top manually as long as the bypass valve is open.
The valve that I am referring to is in the upper left hand corner of the photo of the hydraulic system that was removed from one of my convertibles.
