It should push right into the back of the speedometer and be held by plastic clips. This is assuming that he didn't put a cable in from a previous year or swap speedometers. '89 - '90 are different than previous years and different than later years. You'll need to take off the speaker on the drivers side to access it.
If you're talking about the transmission end of the cable, it depends on how it was removed. If he pulled the whole thing from the transmission, ou push the nylon gearset back into the transmission and there's a bracket that holds it in place. If it was just unscrewed from the nylon gearset, then you screw it back on, but you need to put a wrench on the flats of the nylon piece to keep it from turning as you screw the end of the cable back on.
