Unless the car has an airbag in the wheel it's much easier to remove the wheel for access. Considering it takes about 45 seconds to pull the wheel there is no reason to leave it in place. Unless you are really small you will most likely have to remove the knee bolster to get to the connectors under the dash (or the driver's seat but the knee bolster is easier). There are two or three connectors depending upon the year of the car and if it has cruise or not. Don't cut the wires as splicing them is not going to work as well as connecting them appropriately.
There are two fasteners holding the switch to the column (phillips #2 in the early years and torx in the later) They are easily noticable once you pull the two plastic pieces that clamshell the column. (See Pic below)
