There are a variety of things that remove things from holes.
Even a left handed drill bit sometimes works.
Use PBlaster or aerokroil first on the threads to loosen them from the head.
There are also things like internal pipe wrenches if they're small enough:

I like Drill-Out power extractors.
As for the stuff in the cylinder, GFL. Maybe you can run a small piece of vacuum tubing into the spark plug hole after you get the plug threads out and vacuum up/pick up the crud/center electrode dropped in.
You DON'T want to start it up if it's a turbo. It WILL damage the turbine blades. OTOH, if it's not a turbo you might be able to spit it out the exhaust port but it's still a risk.
