The temp gauge fluctuation varies depending upon the thermostat and the cooling fan thermo-switch used. OEM on my '92 was 89C thermostat and 92C fan switch. This kept the needle at the half-way point at highway speeds and allowed the needle to get up to about 3/4 when the fans come on to cool it back down.
Some other MY may have had different combinations of stat/switch. The wise thing to do if you are not in a predominately cool area is to replace the stat with an 82C model (Saab makes one) and the fan-switch with a lower temp version (Saab makes an 82C).
I personally have an 82C stat and a 87C fan-switch which keeps me below 2/3 all the time. The 87C switch is somewhat hard to find (made by Whaler), but it keeps the fans from running all the time at slower speeds the way an 82C seems to do. The fans do not last forever either.
If the coolant in the system has not been flushed and replaced regularly (every 2 years), you may have some old crappy corrosive coolant that cannot adequately dissipate heat AND is eating away at your engine. Flush and fill immediately if this is the case as this is probably a lot more important than what thermostat/fan-switch you use.
