I'm a huge fan of using fiberglass for most car body and structure repairs. Especially with an aging car that you just want to keep running with little expense. So long as the rust is removed and the surrounding metal surfaces are cleaned away of dirt, adhesive, undercoating, grease and oil, then prepped with acetone, several layers of fiberglass will do wonders for just what you're dealing with. I saved many winter region rust bucket cars from death by using fg, even worst case scenarios where the frame cracked in two at the exact place your car has the rust issue.
