No question, the cooler and denser the intake charge, the better. However, even under the best conditions, a turbo car just won't be as quick when it gets warm. There's no question a turbo car will feel quicker on a 40 degree dry day than a 80 degree warm, wet day. When it gets up around 90, the car will be noticeably doggier. That's just how turbos work.
The cooler the outside air, the better. But it won't be any cooler than ambient, and 80 degree air is, well, hotter than 40.
What I'm saying is that these suggestions are all good, but no matter what, performance will be down somewhat.
