I think the small line in the middle is zero pressure/vacuum. When the engine is idling it creates a vacuum which should move the needle counterclockwise. Even if your turbo isn't boosting at all you should still be able to see the gauge move into this area.
The vacuum line for the boost gauge goes through the firewall near the driver's side and goes under the knee bolster and then up to the back of the gauge itself in your instrument cluster. I would take off the speaker grille and try to see/feel if the hose is connected. I'm guessing that it has cracked and fallen off.
I would seriously suggest replacing all of your vacuum lines with rubber or silicone hoses. Silicone is better but costs more. Eliminating vacuum leaks is one of the best things you can do to get your car to run well. Sometimes it takes years to find them all - Ha Ha.
