Need help with Convertible Top Problems (long)

1994 C900TC
The fuses look OK, and the top is acting funny. It works intermittantly, but not often now.
I press the switch when I first start the car in the morning, and it starts to go down. Like a few inches, then it craps out. I press the button to close it back up, and no problem. Then I try to open it again and all that happens is the dash lights and headlights go a little dim, and idle dips down. Like it's pulling a ton of current, but nothing happens.
I cleaned some ground points under the hood a few months back, as well as the big positive contact block near the cvt top fuses.
I pulled the switch out, but don't know how to clean it. Just shoot contact cleaner in, or should I pull it apart and lightly sand the contacts? How do I pull it apart? any tips?
What do I check next? Relays under the seat? If so, can I swap 'em, or are they unique?
Will low fluid cause a problem like this?
Any chance this is some electrical grelin related to the problem where the idle dips WAY too low when the cooling fan kicks on? It has stalled 3-4 times due to this, even after I cleaned a bunch of ground points.
