Yes, 0.17 amps is too high if everything is off. If you want to measure the current of the stereo and alarm, turn off the car. Disconnect the battery lead. Put the meter between the lead and battery. Now WAIT 1 Minute. This will allow the dome light to go off. Now see what the current is. I bet it is closer to 15 milliamps (0.015-0.020 amps).
I don't think you have a current drain problem. That is because you said "My car has shut off at stop lights". When the engine is running, the alternator should provide all the power necessary to run the car, and that is in the 50-60 amp range. 0.17 amps for the stereo and alarm. If the car shuts off at lights, then it would be the alternator. But you would not be able to restart it.
If the car starts with the remote starter, it is not the battery. You may have a problem with the ignition switch, or the installation of the remote starter may have caused a problem somewhere else.
