take it to an alignment shop (or the one who messed it up last time) and get them to recenter the rack AND the steering wheel. It's done at the tie rod ends. BTW, a 2.7/2.5 turn mismatch back to 2.6/2.6 is about a 36 degree off; and 1/12 turn is 30 degrees...that's a SIGNIFICANT amount, not a tiny amount. It's significant from the standpoint of a centered steering wheel, I wouldn't bother or pay to have it fixed if it's just the steering rack!
If it takes more turns one way than the other, the rack is off, not centered. The steering wheel can be centered and this can still be the case. Recentering the rack will probably require removal of the steering wheel and if you have SRS they have to know what they're doing with the coiled wire/reel.
The issue with a non-centered steering rack can be with a variable pitch rack (you don't have one) or the rack allows the steering wheel to turn too many times that exceeds the capacity of the wire reel in the steering wheel (that hooks up the SRS) and breaks the wire. Since your SRS light isn't on I wouldn't worry about recentering the rack for 30-36 degrees of turn.
