93 ABS brakes=no vacuum booster

Do your ABS and brake fluid warning lights come on befroe starting the engine. If not, bulbs may be missing or burned out. If lights are OK and eventually go out the pump should be working. Verify pump operation by turning key to run without starting engine. You should hear the pump running until the warning lights go off. If the pump keeps running after the lights go out and eventually stops, there is also a good chance that the pump relay is shot. If the ABS pump does not stop when the lights go out the pump will overheat from continuous operation and then stop completely(until it cools off when car is parked for awhile).
If the pedal is rock hard, there is a chance that the pressure accumulator is shot. To test, rapidly pump brakes with engine idling. ABS warning light should come on only after 10-12 pumps. If it comes on after only 5 pumps or so, the accumulator is shot. Expensive part but easy to replace. Don't take the old one off until you have pumped the pedal 20 times with the engine off, or brake fluid will spray.
While the pedal is somewhat harder on ABS systems, pedal effort should not be excessive.
