Droopy rear, wiper issues

OK, I love my 1990 900S winter car but after 232,000 miles some issues, my rear end looks low, are the springs likely to be the culprit or shocks? Shocks I can handle, are springs a big job? Rides fine BTW. Windshield wiper pressure on windshield seems very poor, OK the windshield is sandblasted some, but the drive's side barely makes contact, can I bend something to improve this or are new wiper arms in order?
