Saab part # 7874118, wheel lip panel can be welded on to repair rusted areas. Cut out rust, cut panel to fill the removed area, weld in place, body fillers to cover the seam, prime sand and paint. Alot less labor intensive and the panels are still available from the dealer last I checked a few months ago. My time guide says 5 hours to R&R a fender, plus 2 hours to re-paint. 7 hours times the shop rate is probably close to $500 labor, plus paint and materials. The patch panels are only around $55 from the dealer and any body shop can do the work.
The hood cable is accessible with the fender in place.
