That's the pre-APC way of adjusting the amount of boost you get - shims and springs.
The length of the rod isn't so important as the pressure that the turbo develops because the wastegate opening wears over the years and the spring in the actuator (which is sealed, for all practical purposes.) That's why the rod is adjustable - to accommodate age related changes and manufacturing variations. Think of the adjustability as being bifocals for your turbo :-)
For the sake of the engine, you want to keep base boost at (or close to) a stock setting unless you *always* run premium or premium+.
The APC controller is there to protect the engine. You don't want to set base boost so high that the APC can't take it down to a safe pressure when it detects knock. That's very important. Here's a link to a great Volvo page showing a melted piston from unregulated knock.
