Is the car modified in any ways?
You can't lower exhaust gas temp just like that if the car is tuned the right way. And they don't test the temperature of the exhaust
But high exhaust temp can make the car fail smog due to higher Nox readings.
What you need to figure out is if the car is running hot (or lean) for some reason.
A bad air mass meter can make the engine run lean and that will bring up the exhaust gas temp.
A clogged radiator can raise the coolant temp and that will bring up the exhaust gas temp too.
So can a failing coolant fan switch or thermostat too.
