there is no 'spec' in the Bentley on tension between sprockets, but on page 214-7 Bentley says to 'makes sure all of the timing chain slack is on the tensioner side of the chain and install the chain tensioner. Turn the engine over several revolutions in the direction of normal rotation and bring it back to TDC. if necessary remove the tensioner and reposition the chain on the sprockets.
Townsend at http://68.18.180.70/engine_folder/headgasket90016v.htm page 9 has a comprehensive order of installation for the chain and sprockets.
but you are probably right, your chain is stretched. Did you check the tensioner to see where it was before you took the head off? ie max distance is 11 mm, then you need a new chain.
