Is the truck recently speed calibrated? In order to pace you, a polce vehicle must be specially calibrated to be within 1 percent accurate.
The next most important issue is was this a highway cop trained to measure speed by eye and verified to do the same.
The next issue was did you feel crowded by an otherwise unmarked vehicle that bore down on you in a dangerous manner?
The next issue is of what relation was the witness to the officer. A girlfriend can be swayed by a boyfriend's opinion. Was she trained in visual speed calculation too? If not, she is not witness, she is just going on information fed to her and just repeating what she thought she heard him say.
Finally, how could he do a visual speed assesment in a moving vehicle on a twisting turning road? He would need to keep his eyes on you, on his speedometer, on the twisting road, all while he was accelerating to catch you up and down hills.
Seems like reasonable doubt to me. I would bring a series of pictures of the area to show the judge. I would consider using a family lawyer if you have one. It is not the points, it is the cost of raised insurance rates over the next 5 years. You hav nothing to lose. Offer the judge a plea of not guilty in exchange for a donation to charity. If he does not go for that, hang this off duty officer with his own testimony.
