There's no mystery here. One of the principal products of combustion is good old water, which comes out of the exhaust as vapor. On a cool day, this water condenses to form the white cloud you see when the exhaust cools as it mixes with the air, particularly when the air is already humid. It is most noticable when the car is first started because the exhaust cools somewhat before it leaves the exhaust pipe so the water condensation is already starting to occur. After the car warms up, the exhaust is sufficiently hot so that it it gets mixed and diluted with ambient air before sufficient cooling occurs to cause much condensation.
