If you are fiddling around with mods, you upset the whole standard scenario which my suggestions are based on and what the ECU cam calculate with.
What the volt meter is telling you is that the car runs lean at 0 volt and rich at 12 volt.
A fluctuating voltage means perfect balance of air/fuel also called stoichiometric state or Lambda 1. This happens at a air/fuel mixture of 14.7 to 1 in a normal burning car. Lately that have changed a little with lean burning cars being developed.
Installing bigger injectors will most likely upset one or the other end of spectrum.
Since you do mods to get more power at acceleration I guess you need to focus on the air/fuel mixture during acceleration and running at higher RPM and forget about the cold start mixture and cold running state.
