I took the bumpers off of my '94 convertible to sand and refinish them and found the rot you are speaking of. It was worse on the passenger side than on the drivers. I ground out all of the rust and POR-15'd the area. There is still a big hole on the passenger side but the support is still pretty solid. I may lay some fiberglass patch over it eventually and repaint it....luckily it is in an area that no one will see. The drivers side was not as bad but left unchecked would have been as bad soon.
It looks like the design of those supports just traps moisture in the seam and that is where it starts. I have also had trouble with the hood on this car. The seams around the inside start to rot. Otherwise this car is gorgeous. Thankfully all of the blemishes are in unseen areas.
Sorry not much help with your problem...just wanted to share the similar experience.
You would most likely be OK with just grinding out the rust and patching them up. It is not a structural area....except for holding the bumper on.
