I have experience with both types of lights and frankly the under the bumper driving lights do not do the trick for back road driving. I have come far to close to the wildlife on these roads and I am convinced that having more light for reaction time was the answer. My over-the-bumper lights are connected directly to the high beams and have really made a difference. They are pencil beams...but the lenses can be changed to fogs. The are however very pricey..PIAA 40 lights. ~$130 online somewhere and I fabricated the brackets.
The lowers are hella ambers that I use for fog and heavy rain... and to light up the shoulder. They work and are a fun option for foul weather. You can increase the wattage to 105 but I keep mine at 80w. They are however, very low and I end up breaking them every year.
