Get two SPDT (single pull, dual throw) relay.
Hook up the first so that it's coil is powered by the high beam electricity (tap it from a high beam wire).
Relays contact are either normall open (NO) or normally closed (NC) when the relay is not energized.
Run fused power into the input of the relay's switch. Run the NO output of the relay switch into the positive wire for the illegal lights.
That's the minimum.
I then wired a second relay between the first relay and the illegal lights. This relay's coil is powered by the wire from the foglight dash switch. Its a blue and white wire. (look in the bentley manual).
This way, both the foglight dash button has the be depressed and the high beams have to be on before the illegal lights will come on.
