Do you have a seat temp controller in the dash (newer cars), or no controller?
If you have no controller in the dash (older cars), then you should have voltage to the seat. You're just going to need to start tracing it back. Yes, the fuse may be good, but use a voltmeter to check the voltage on the fuse - most fuses have little gaps over the leads, so you can check with a voltmeter. Or, with the fuse out, check that you have voltage on the hot side of the fuse and that you have conductivity between the 'cold' side of the fuse and the seat heater high.
If you DO have a controller in the dash, things are different. It's quite reasonable not to have voltage at the seat pad. It could be due to a bad controller or a bad connection between the temperature sensor in the pad and the controller. Or the connector fell off the back of the controller.
