Oil filter housing -- major oil leak (+)

Well, at least it's not the recently replaced front main seal -- big sigh of relief...
Oil pumps out from under the top bolt that holds the oil filter housing. The right bottom bolt also seeps a little. I tried removing the bolts and putting some form-a-gasket sealant on them. It made no difference at all. It must be getting past the hounsing gasket.
I have replaced this gasket twice already. Each time I used a bit of Permatex "300" sealant, which is supposed to be oil-resistant. Am I doing the wrong thing? I have looked through everything that has been posted here and elsewhere -- some people say to use sealant (including Anders), while others caution to use paper gasket only. Since I have done it using sealant in the past, and it did not hold, I am ready to try a clean gasket.
Does anyone have any tips on making a permanent repair? One thing I would like to try is to get a new filter housing and bolts. Where would I look for something like that? It seems that all the usual places carry the gasket but not the housing or the bolts.
The car is a 1986 900S 16V non-turbo, 5-speed (so no oil cooler lines in the filter housing).
