Not that it might not be possible to scare some new life into it but just as easy can it be completly ruined.
I have stopped fiddleing with the inside them and replace them if not working correctly.
It is one thing that I allow myself to do and that is to adjust the cold pressure value to make the car start more easily when cold. This does not raise the idle though but make the engine stop sputtering and die several times before running cleanly.
Even doing that adjustment could be tricky and could also ruining the warmup regulator if done incorrectly.
You need a fuel pressure gauge hooked up and disconnect the electrical harness going to the warm up regulator.
The car has to be overnight cold.
Jump the fuel pump relay so that the pump is running all the time. Check the fuel pressure and if it is higher than about 25-30 Psi, use a long punch or pointy chisel and knock carefully on the round dot at the bottom of the warm up regulator and at the same time study the fuel pressure gauge.
I have to use a hammer and the chisel to make enough impact to move that dot inwards. It takes very little of movement to drop the fuel pressure and if you move it too much, the regulator is destroyed.
You want the cold pressure to be around 15-20 Psi at 60-70 degree F and than the pressure needs to rise up to about 50-55 Psi at normal running temperature and electrical harness hooked up.
This is only 1 out of many small tricks to get the 8 valve CIS engine to start and run decent when cold, perfect it will never be.
It takes me about 1-2 hours to look over and do all the small adjustment on those engines to optimize the cold start running, but it would take me forever trying to in words describe how it is done so that everyone could understand.
