900t project car - Worth it?

I recently saw an ad for a 1984 Saab 900 turbo (2 door hatchback) here in Vancouver, Canada. The owner's selling it as a parts car, and I cant blame him.
The car has 250,000 miles on it and shows every one of them.
I'm tempted to buy it with the hopes of returning the car to the road, but I have a very very limited budget.
So I figured I'd ask for a bit of advice, Does this car sound like it's worth the time and effort?
More importantly, can I do this without spending a fortune?
So far the following is known to be wrong;
Alternator died (mechanic says electrical short killed it)
heater dead
key broke off in ignition
paint bad
interior a complete writeoff
blown tire
rust, though not structural
bad window motor(s)
and to top it off, the mechanic says the steering rack is shot.
I know this doesnt sound good, but the owner is willing to sell me the car for an entire $1, down from $100.
I figure a fully charged battery would run it long enough to bring her home. Only problem is, what do I do then?
Can anyone give me a good estimate on parts costs? I am truly interested in giving this car a second life.
