I fixed that exact problem on my saab/momo steering wheel a month ago. The spring-loaded pin (which I'll refer to as a "brush") had worn down far enough on the contact surface to lose contact intermittantly, and I had to make it work to pass inspection. The solution (once the troubleshooting had eliminated all other possible causes) turned out to be really easy. The brush and its spring are encased in a piece of plastic which friction-fits into a hole in the metal steering wheel adaptor. I was able to slide the whole plastic assembly about 2-3mm in its hole- closer to the contact ring. I think that the brush is brass, there were was a lot of brass-like metal dust around the ring, and the design was probably intended to wear the brush down with minimal wear on the ring.
Remember, this will be a temporary solution. The long-term fix would be to replace the brush assembly or solder a new brush into it.
