Try scraping with the tip of a stiff-bladed paring knife or jackknife. Keep it as local as you can and scrape from edge of rust in towards center. Scrape till it's bright. This also works well at digging out pits of rust still showing after you've sanded a larger area. Rust is hygroscopic - - loves water - - and pulls it out of the air, even through paint, and then that water helps adjacent clean steel to rust. So the more of it you can remove the better. There are rust conversion treatments but I'm not sure you could keep them local to just a tiny spot and they ruin any paint they sit on. Put your touchup paint on with an artist's brush, and go back until it sits near flush.
