If I remember correctly the 99s offered power steering as an option through the end of production. There are no hazards except for sore arms.
I've had the opposite experience. My first car was a 1982 245 nearing 250k when I bounced a Jeep off it; that car needed a fix once a month whereas my current 900 ('88 base, 192k, ex-automatic) only needs occasional attention, aside from the preventative stuff I do anyway.
Plus the Saab doesn't drive like a mushy sock- just got done taking dad's 965 around the county. Too much power, too much body roll.
Either your PS pump or rack have got to be bad. Make sure you're using the right amount of the right fluid, and overfilling is bad.
On my '92 convertible it's had water pump/crank pulley/ball joints and tie rod ends/head gasket/misc stuff but most of that is going to happen anyway. Head gaskets are an issue on B212s with inadequate cooling system service. There's been a dealer service bulletin to fix it since 1995, so take that up with the previous owner. Ball joints have a service life of 120k. Water pumps have a service life of 120k with proper belt tension. Crank pulleys have a service life of 120-200k. At least your suspension bushings don't turn into jelly every five years. Also the shocks last longer on a 900 (135k/175k front/rear) than on a 240/740 (110k/140k).
Not to poo-poo the last real products from the company I work for. Dad's previous '92 740 was tied with our '85 900 as being the most reliable car in the family. The difference being that I only hit a tree sideways in the 900; dad managed to flip the 740.
That contrasts to my previous car, a 1985 744 that almost ran me bankrupt. Total POS. It's all in the upkeep by the time they're ten years old.
If you're ready to give up, drive it out here and I'll buy it. It's had all its maintenance issues taken care of! Cars suck because they're expensive!
Be sure the steering countershaft U-joint is not siezed up. That will not only kill the rack but resist steering forces.
