In my experience the less washer fluid you use while still clearing the windshield the better. I work with newer cars and they drink washer fluid as quickly as they do gasoline with the high-pressure nozzles for the windshield and the high-pressure plume thingies on the headlights.
Keep in mind headlight washers without a wiper blade are worthless.
I've got fresh check valves in my 900 and the washers work anytime over 2-3 minutes after startup since the exhaust manifold defrosts the hood. Get a piece of fine wire and clean out the jets if you need to. Also be sure no ice is in front of them when you brush the hood off. I got a double-spray nozzle for the passenger side of my car at a boneyard. Free. Take the hoses off and use a piece of fine wire to make sure wax and dirt has not been forced in them over the years.
I'm also sold on winter wiper blades with my experience this year. I don't know about the ones with the silly red plastic end caps but the Bosch or relabeled-Bosch ones work great for me. No more ice accumulation on the blades, believe it! If you can't find a set I'll get some for you.
It is possible the pump on an '83 is wearing by now. With the amount of salt we use here in NY a car that old is very rare. Get one out of a junkyard car and try it.
So to reiterate, clean nozzles, newer check valves, weather-suitable wipers, and last but not least a strong pump.
