I suggest a full transplant AND a full wiring harness transplant. By the end of this you will be the BB wiring guru. Don't try to splice, as you will lose color coding and create other headaches. This will allow you to make sure you have a perfect harnes with no wire cracks.
As far as SIS, I suggest you run the numbers on the Saab to make sure it is. Do that at the local Saab dealer. If this is not an SIS, you can just buy another car.
Small suggestion. When you replace the dash, replace the lighter socket with a lighted AMERICAN standard plug. I replaced mine, and I am glad I did. You need a lighted socket as the plastic "lighted" ring takes up slack where the wider European plug used to be. You will need to shave the top and bottom of the plastic ring by about 1 milimeter. I was lazy and used the cement of my driveway as my "file/shaving device", and the thing turned out perfect.
