You should be hearing something from the pump but some are quiteter than others.
The fuel line below the FPR ... you mean the one with the spring metal clamp? That's the fuel return. I wonder if the FPR is full of crud (highly technical term) or whether the spring inside the FPR has gone south. Do you have a spare FPR that you could put in.
Be careful when you test the voltage at the injectors. You'll want a high-impedence digital multitester so you don't burn out the solid-state relay in the ECU. Do you know somebody with a set of Noid lights to see if you're getting injector pulses?
And take care with that blow dryer. If I was up there dealing with cold like that, I'd probably have one handy, too. GFCI?
