Part of that idea seems to be a misconception. On an instantaneous basis, you want the lowest possible pressure at the exhaust ports, so the exhaust can get out easier.
But if you don't consider the pulsating flow, standing wave reflections, & all that junk, you don't get it. What LOOKS like a more restrictive exhaust, might be more restrictive ONLY for steady flow.
