You should get battery voltage across the solenoid with ignition on. If no APC voltage, all you are getting is base boost.
On an older car it is likely that your wastegate spring has become tired and your base boost needs to be reset to about 5 psi(not sure of exact spec for 83). Get a pressure gauge and tee it into any vacuum line downstream from throttle plate and unhook APC plug(even though this is probably unnecessary on your car!!!). Use a hose long enough to reach into cabin so you can monitor while on a test drive. I'll bet you're only at 2-3 psi. This will explain part of the low boost. The rest of your problem is due to a non-functioning APC system.
Then, begin troubleshooting the lack of juice to the solenoid. Check all connections/plugs in APC system first. Keep digging from there.
