Yes, there should be 12V current when the engine is on. At why it isn't with your car, it's obviously a wiring/connection problem. On those older cars, there's so many places where elec problems can be found. Any and all connections become loose, corroded or frayed, the wiring harness insulation can decay, a relay dies. Check the plug to see if the wiring is sound. I've seen plenty of them in junk yards with tape wrapped around them suggesting a problem at some point. The harness itself has a handful of major connecting plugs that can loosen or disconnect. One is near the brake master cylinder, and another is under the throttle body, and there might be one other that I can't think of right now.
