The overboost switch should have cut in during one of those 3/4 red runs. The wastegate actuator may be toast. You should get a Bentley manual, which has diagnosis info. Do you hear any chattering from the APC solenoid when you hit the brakes? I think the problem has to be in the solenoid, vac lines or wastegate actuator.
What happens if you unplug the electrical connection to the solenoid? That should limit the system to base boost, which is usually around 6 lbs (halfway into yellow zone).
